Not receiving approval notifications on D365 action center form and on e-mail

I have enabled following options in workflow to receive approval and reject notifications on D365 but still the submitter is not receiving any notification on Action center. Can someone please help me on this issue?  Thanks!

    Verify User Notification Settings
    • Go to User Options > Workflow and ensure that "Send notifications to Action Center" is enabled.
    • If notifications are set to email only, they may not appear in the Action Center.

    Is it only for specific submitter or all users? 
     
    Can you try to map a specific user and see if that user gets notification?

    Could you please review the current status of the workflow in the Workflow History, to identify if the process is stopped due to any error?
