Order Taking in Business Central (telesales) - Licence Question

I have a client who has a range  of customer services users. They are required from time to time to enter in orders (only 5% come in via phone, the rest is via web). They may also need to create return orders/credit notes.  
However, they feel that paying for a full BC Essentials licence is unreasonable as the users will only be using a very limited subset of functionality - whereas the same licence in a finance user has much broader use.
 
They have had a Power App proposed which would then write the data to the sales order (header/ lines) but I believe this is a form of multiplexing. Would you agree?
 
I have suggested that majority of users could be team members and create Sales Quotes. Then supervisor(s) with full licence can /make Order/. The supervisor would also need to manage credit notes/returns.
 
Does anyone have an alternative approach? I agree we should focus on the business benefit to make the case (and will do so) but just wanted to get a wider opinion.

    You have outlined everything that would be required correctly.  The Power App Users would need a BC User as well, as anyone that writes to BC needs to be licensed.
     
    Users in large companies are generally isolated to specific functionality.  Just because the software is capable of doing everything, most Users only work on a small fraction of the capabilities matching to their role within the business.  In fact, most companies restrict Users down to specific functionality with security settings.  Sounds like you know what needs done, just need to help the client understand the business value of utilizing their employees for their specific roles.
