Hello,
If I want to use a VSTools app from a web client where organizational accounts are being used, can GPConnNet be used to access data?
Where can I find the latest documentation for GPConnNet?

GPConnNet is meant for encrypting the GP(SQL) password you are passing in through ODBC/SQL Connection so that it will match the one stored in the database. It has nothing to do with AD Accounts.
Even with Web Client..you will still be using Individual SQL ID n passwords or a common SQL ID and password linked with AD Accounts.
