ReportHow about, I have a query I would like to upload a database (Baseline) to a dynamics 365 FO virtual machine, what steps should I take so that developments are not lost.
What steps or how would you do to replicate a 2012R3 environment to Dynamics 365FO 
If its a small functionality you want to test why would you want to go through migration route ? Migrating entire model is possible through only code migration process. Can't you implement same code again in D365 after deploying VM and create dummy data to test it ?
In that case , if you can create your own LCS project for D365 and if you have your own subscription , deploy a machine by completing ARM on boarding and implement your code in D365 VM and test it with dummy data . No need to do code migration or data migration. Deploying VM will cost you some money. Depending on VM you deploy cost may vary. You can take a look at below link for pricing.

Do you have your own functionality developed in Ax 2012 and do you want to test same on D365 and see whether it works or not ? Or are you talking about a project where system is highly customized and you want to migrate everything code and data to D365 ? Can you please clarify what do you want to do ?
"Value" isn't a fitting word in this context, that's why we're all confused by these questions.
Deploying code to an environment doesn't cost anything. The environment itself might.
Do you mean a cost, like whether you have to pay anything?
