Have you gone out and looked at the Dynamics GP on Azure White Paper yet, ASA?

While due to it's cloud nature the Azure platform has evolved since this was published, the concepts involved should still apply and this should give you a good feel for what we'd recommend when it comes to using Dynamics GP on Azure.

I plan to setup the VM as production VM for GP 2018.
I have a small group of users who will be using remote desktop at the initial stage and later thru web client, once the GP VM has been completely provisioned.
The plan is not to have a hybrid environment, but instead using 100% VM.

Assuming this will be a simple test VM, you can provision an Azure VM with SQL Server 2016 installed. Once the VM deployment is complete, you will need to change SQL Server to run in mixed authentication mode (https://docs.microsoft.com/en-us/sql/database-engine/configure-windows/change-server-authentication-mode?view=sql-server-2017 ). Upon making the change, restart the SQL Server service, install Dynamics GP as you normally would. You can download the image into your VM from PartnerSource or CustomerSource.
If you are looking to run this as a production environment, there are other deployment methods I would recommend over the above, which would include adding a vNet, a point-to-point VPN between your Azure vNet and your on-premise LAN, a VM running IIS, and of course, web client. But, I won't go that far assuming you are not going that far yourself :)
