What is the latest service pack or feature pack do you need to be PCI compliant. Some of my customers are up to only Service Pack 3 and others are up to Feature Pack 1. Are these customers still in PCI Compliance?

PCI compliance implies that you install the latest updates. This would mean latest windows updates and latest POS software updates. This means CU5.
PCI Compliance is an evolving standard and chances at least every 3 years. Make sure you read the standard before applying any security standards.
