There are currently no known issues around the SOP Long Invoice form printing a blank first and/or last pages.
I tested our canned SOP Long Invoice form for an invoice with several items (with 4 comments each). I received a multi-page report, but no blank pages.
Here's what I suggest you try:
1. Try to print the canned version of the report, and verify if the issue is happening there.
2. IF the problem occurs for the modified version only, compare the 'Section Options' of the canned GP report to the section options you're using on the modified report (In Report Writer (ALT + F9), open the report layout, and click on Tools >> Section Options). You may have a headers and footers that are being printed unintentionally. I suggest you test changing one section option at a time, then print the report to see what happens.
