Dynamis 365 - Portal version 8.9
I have been given a dynamics 365 portal to enable blog functionality templates. I found blogs are default functionality per template given.
The developer before has selected "Customer Self Service Portal template" which does not include blog templates in it. It is only in community templates which includes blog templates.
Question: How do I now enable blog templates and bring blog templates into "Customer Self Service Portal template" now?.
Please if anyone can suggest. There are no blog templates available in Dynamics 365 or portal at the moment

I believe in theory you could use the single "free" license, but you'd have to disconnect it from your current portal. All of your data in Dynamics would be maintained, but you'd lose settings like custom domains, SSL, etc.
I'd recommend setting up a second portal, and keeping your old one. Even if you pay for a license, it will be for a short time. Not sure if there is anyway to use a trial, or if the new Power Apps Portals licensing helps you out here, since in that case you don't pay per portal - might be worth looking into.
In terms of the copying, what you can do it just change the Website lookup - updating the lookup to be your original CSS portal should work. Once you've moved over what you want, you can delete anything related to the Community portal.

Just to confirm, this enable and copying will not effect the existing portal in terms of my existing work, if you can confirm.
Also, we only have one portal which is free with our dynamic instance, Does this still allow me to add another portal template (community portal) while keeping this one?

Steps:
1. The current CSS portal I have, I will leave it as is.
2. Install the second community portal and make it active (Do I need to make it active)?
(As one portal can be active at a time)
3. So copy all related blog related templates, files, web pages - I think, I need to copy manually all or there is a way to do this efficiently?
4. Then once done, go back to the CSS portal, by deleting this one? or leave this one and make the CSS active?
Please correct, there will be no loss of old portal data? and no licence implications etc as we are already running one portal.?

Thanks I will check.
In your situation I'd recommend installing a second portal which uses the Community template. Then, move the blog-related web page, templates, etc. to be associated to your original portal. You can then delete the newly created portal, including deleting the left over data in Dynamics.
As mentioned above, there are two things you need installed: the solutions associated with the Community template and the data. This is the easiest approach to get that.

Thanks for your reply , The last thing I will do is to reset the portal. As had some customization on the portal already. I have a portal bought and configured in last Year (August).
What exactly a reset will do.?
Could you also explain me "The following three will not be supported by Community Portal Template". However, I require all three of them as well.

There is a solution that contains the blog entities that is imported when you add a portal type that has blog features. Even with this solution the CSS portal would still require customizations to make it work.
If this is a new portal that is being setup it would be easier to reset the portal and create a community portal. The solution below is only available post v8 when deploying a portal to the organization. Since you can have multiple portals of different types on a single org you could temporarily create a community portal to make the blog solution available. It would still require work to make them work in the CSS portal and they may not have 100% feature parity with the Community portal blogs.
