Remove Contact from Suppression List if permanently blocked

Hello, 
 
I have a contact that has reached out that they are not receiving our emails and they accidentally marked our email as spam so we are permanently blocked according to the new suppression list removal feature (see below). And I can't fix it. If the user is able to unblock us on their side, does Microsoft allow us to then remove them from the suppression list? Or does this still need to go into Microsoft as a ticket to unblock them as before?

    Thank you for the response - so how does a customer contact request this? If after they have made sure they have unblocked as spam on their side, are we able to do it for them with a written request from them through support ticket as before?
