Dear
is there a way to dis-activate a certain warehouse? or otherwise suspend usage of a warehouse and stop users from selecting or using it ?

I am not sure if there is a simple way to disable a warehouse, but you can use XDS model to configure it. Refer to this link on details of XDS

Based on my research.. it is one time setup and i think you can't enabled it again.
It can't be dis-activated or disabled, it needs to be deleted
