Is the eConnect for 2016 backwards compatible so that it may work with GP 2013?

Good news is both eConnect 2013 and 2015 are WCF service, answer to your question is Yes and No
Yes: will work for those eConnect nodes which hasn't changed since GP 2013.
No: will not work for those eConnect node which has been changed and newly added since GP2013.
I would think majority (90%+)of the nodes should work fine, I couldn't find a easy way to find the differences between eConnect 2013 and 2016.
