Error happened when I created the customized events for BC Workflow.

I almost follows the procedure here to create the Create a Custom Approval Workflow in D365 Business Central
 
But when I finished my coding I can see my event in the list.
 
But when I click it and choose it, it show me the message by:
Function Name must have a value in Workflow Step: Workflow Code=TEST, ID=994. It cannot be zero or empty.
 
Is there any know how to figure it out?
