I encounter the following error messages when attempting to launch Dynamics GP with a new chunk file:
The chunk file opens successfully on the test machine, but not on the GP customer's machine.
I think this is a permissions issue. Is this a permissions issue?

Yes it is permission issue, as I had same problem, it was resolved by just simple step as Run as Administrator.
I have Windows 10 and GP2016 R2, same error message I too got.
issue was the versions which we are working is not compatible to the system.

The above error occurs with above replies and please note the built version.
if the Build Number is wrongly given for e.g: for 10 version if we give 11, then also the error occurs.
If your system is windows 7 or 2008 or later versions, open GP as Run As Administrator after pasted chunk file to your GP installation folder.
Note: Make sure you have modified permission to GP installation folder and its containing files.

the deployed user must have write access to that GP folder.

most likely a permissions issue if its win 7 or 2008. they dont like giving modify permissions in the program files directory. make sure you "run as administrator" even if your logged in as admin...
