Management Reporter

Installed MR CU16 for a new customer early last week.  I didn't encounter any issues or errors during the Server installation.  My partner has been building reports and doing some testing logged into the actual server with the MR client with no issues.  Friday I installed the MR client on multiple PC's.   Everyone one of them fails when I launch the client with:  "Cant connect to the Management Reporter server"  In the past anytime I have been confronted with this error I have been able to resolve it using this Microsoft Support Document:  https://support.microsoft.com/en-us/help/2862020/error-message-when-you-start-microsoft-management-reporter-2012-can-t .  I have gone through all the causes and resolutions and nothing has resolved the problem.  No errors show up in the event logs or the configuration console logs on the server.  On the client I get the following error in the event log: 

An error occurred while receiving the HTTP response to greatplains18/InformationService.svc. This could be due to the service endpoint binding not using the HTTP protocol. This could also be due to an HTTP request context being aborted by the server (possibly due to the service shutting down). See server logs for more details.
Machine: DESKTOP-VS1THNT

There's nothing special about the environment MR is installed in.  Its a 2016 Server that is in house and not hosted.  GP and MR live on this server together in same instance of SQL 2017. 

If I open a command prompt on the client and run netstat -an it doesn't list port 4714 as listening.  The port is open in the firewall on server.  There are no other firewalls on the network that would block that port.

Initially when I installed MR I used port 4712.  Since then I have uninstalled it on the server and reinstalled using port 4714 to see if that made any difference and it didn't.  I am not using or have installed the https functionality offered in CU16.  Everything works fine as long as we are on the server using the MR Client.  What am I missing?
