There is batch in GL showing the Status 'Busy'. Does that mean that the batch is under posting or is posted?

It can mean something as simple as another user has a transaction open that is tagged to that batch. If someone has General Journal transaction assigned to that batch open, for example, the batch would appear busy. If all users are logged out and it still shows busy then something else is going on.
If you still see that the batch is busy, take a look at KB 850289. That has an automated solution and scripts for fixing the batch status.
'Busy' means someone has the batch or one of the transactions in the batch open in a window. You should be able to see what user has it open by checking the SY00800 table in the DYNAMICS database.
