Do I need Tracking consent to collect Insights?

Hi all,
 
We're transitioning to Journeys but still use the Outbound forms due to missing functionalities in Journeys forms. My colleague reports a lot less data on open rates with emails send through Journeys and click through rates. Since we use Outbound forms, we're not collecting contact point consents. Might this be the issue? That we need to collect Tracking consents?

    Hi Partner,
    That's probably why.
    --As of December 2022, consent enforcement for real-time journeys for contacts was changed to require opt-in for emails sent using the restrictive consent enforcement model.
    --If the purpose has a "Restrictive" enforcement model, the email is sent only if the email address explicitly opts into receiving the message.
