- Create Custom Workflow Action (CA)
- Call CA with JavaScript code from form Contact
Is this scenario allowed?
In previous post I have question about Plugin community.dynamics.com/.../, but this is not allowed
- User with Team Member licence edit contact
- User save contact and this will trigger plugin
So, second scenario isn't allowed?

This is not directly explained in the Dynamics 365 Licensing Guide.
However, we can explain it from the limitations of Team Members' licenses.
First, let's take a look at this official document: https://docs.microsoft.com/en-us/powerapps/maker/common-data-service/data-platform-complex-entities
To access the code plug-ins and real-time workflows, users need to have a PowerApps Plan 2 or Microsoft Flow Plan 2 license.
Then, we open the Microsoft PowerApps and Microsoft Flow Licensing Guide: https://download.microsoft.com/download/9/5/6/9568EFD0-403D-4AE4-95F0-7FACA2CCB2E4/PowerApps%20and%20Flow%20Licensing%20Guide.pdf
On page 6 of it, we can see that Team Members only have PowerApps limited and Flow limited instead of PowerApps Plan 2 and Flow Plan 2.
In summary, Team Members cannot access code plug-ins and real-time workflows.
So Team Members can't trigger code plug-ins and real-time workflows.
Also, there is this clue in the Dynamics 365 Licensing Guide. On page 41, we can see that Team Members do not have Microsoft PowerApps Plan 2.

This is not allowed. (No access to system settings, system configuration, Solutions, customizations, creating workflows, etc.)
2. - Call CA with JavaScript code from form Contact
This is allowed.
3. - User with Team Member licence edit contact
This is allowed.
4. - User save contact and this will trigger plugin
This is not allowed. (Team Member users are not allowed to trigger registered plug-ins (custom code) or real-time workflows.)
