I am using CRM Onine and Microsoft maintains my CRM Data. Can I get an access to database if I was asked to Microsoft

You can not get direct access to the database. You can however ask the support to provide you with a snapshot from the database from a certain Point. They should be able to deliver that.
You can also use the SQL Azure connector to get database dumps, if you want.
so, I will not able access my database? if I need to change something in it
like to check filtered views ? connecting ssis package to send data to Navision and store
If this is to send to NAV, you'd do much better with the Kingswaysoft connector for SSIS than a raw CRM database dump.
