Hi - a newbie question, but do you have to pay separately for Power BI as an add on or is that a feature you can use as part of crm online 2016, without additional cost?

Power BI license is additional and separate from Dynamics 365 (CRM) license.
You may have an Enterprise license that may also include Power BI along with other licenses.
You have to pay for it :-)
