What is the issue of insufficient permissions when users adjust their business departments

A few days ago, I upgraded Dynamics 365 to 9.1.25.21. Today, after creating a new business department, I adjusted the user to this business department. There was an error message with insufficient permissions. What is the problem? The department that already existed before the upgrade will not have this problem, it will only have this problem when adjusting to a new department.By the way, I am using an administrator account.

    Hi Partner,
    1.Check that the user currently in use belongs to the same BU as the user being viewed?
    2.Check that the current user has been assigned the appropriate security roles?
    Or you can try to clear cache of the browser to test again.
