Data packages applying to offline databases

We have a customer using Store Commerce App with offline mode. When running distribution schedules, data packages are being generated for the offline database instances. The data packages are remaining in an 'Available' status until a user interactively selects 'Sync' data on the POS application.
 
We are expecting 'Available' packages to be applied on a cadence to the offline DB without requiring user intervention. Is there configuration that needs to be set to enable these packages to apply without user intervention?
