I want to create templates for tasks so that I can click on a template and produce a pre-populated task to assign (with the title, description, etc. already filled in). Is this possible?

It's not possible OOB but definitely doable through customization and development.

Unfortunately Dynamics 365 does not support us to create template for taks quick creating.
The feature that best meet your needs should be workflow. If you want to let the system create a new task with filled title, description... and assign to someone else, you could create a on-demond workflow.
Save and active it, and then we could run this workflow manually.
After refresh the page, the new task will be created.

Please go to Settings->Processes and create a new workflow.
After clicking "OK", you will get the page that I showed in my screenshot.
