We are looking for a way to ensure that contacts are not contacted by accident by any of our automated methods or as part of a campaign. Essentially, the Contact meets all the campaign query/interest requirements but as been explicitly clear that they aren't to be contacted (email, phone, mailer). Any suggestions?

you can always create a flag etc, but how do you actually instruct your automated mailer(for example) not to pick up such contacts? I think it all depends on how that automation is implemented..
On the CRM side, you can always create a real-time workflow that will throw an error message any time somebody/something tries to create a phone/email/letter/fax activity "regarding" a contact where that flag field is set to "do not contact".. or you can create a plugin that will also look into the "to"/"cc" fields.. No idea, though, it that will actually prevent those automated tools from just contacting the contact either way.
