How Can You Resolve A DIOT Declaration Tax Form Error In AX2012 R3?

The customer is on AX2012 R3.  They have a company located in Mexico and have the legal entity set up with a Mexican address.  When they try to add a vendor, they get an error that a declaration DIOT tax form needs to be set up.  However, the form does not exist under General Ledger > Setup > Sales Tax.  We also do not see the country Mexico under Licensing Configuration to be able to enable.

Any insight is appreciated.

    Very hard to say what could be wrong, as you have already followed the procedure correctly by specifying the legal entity address with country code of Mexico (MX).

    Can you please grab a developer to debug this to know where its failing..?
