Trying to enable Copilot in Rich text Control

I'm following the instructions here:

Add the Copilot control to the rich text editor - Power Apps | Microsoft Learn

I can customize the Rich text Control for many other things. But when I try to add the /CopilotRefinement/ in toolbars and extra plugins it never appears?

Copilot is enabled for the environment in settings.

This is a custom model app.

Are there any dependancies or requirements I'm missing I dont reallys ee anythign in Microsoft's documentation?
