Posting in "On Hold" Ledger Period with specific user group

Dear all,
 
For our monthly closing, I would like to set a ledger period on hold but allow certain user groups to be able to still do some postings. The standard functionality in Contoso doesnt work as expected. 
Maybe I missed something, any help is appreciated.
 
I put September "On Hold" in USSI. I am expection that only users assigned to the user group "TestGroup1" are able to post in this period. I am testing it with timesheets.

Am I missing a setup, are my expections are wrong, or is this a MS Bug?

    Hello,
     
    You have to let it "Open" in "Period Status" column, and add your "TestGroup1" in the other columns.
     
    Only users in this user group will be able to post.
     
    "On hold" will block posting for everybody.
