I'm very confused reading all the questions asked regarding this. I want to reduce the # of contacts we have, is there a way to do so? It feels like once they are there we are stuck with them in this number.

Marketing contacts only include those that you engage with through interactions such as emails, text messages, or push notifications.
Contacts that you never engage in marketing activities won't be counted as part of this quota.
For more information about Marketing contacts and how they are counted, see How Marketing is licensed and the Administration and setup FAQ.
Marketing contact consumption is cumulative throughout the license period and even post-license extension, subject to the 12-month rule mentioned above. Once you engage a contact in any interaction, that contact counts against the Marketing contact quota from that point forward unless 12 months have passed with no Marketing interactions with that contact.
