How to import look up fields

Hello!
 
I am having trouble importing data into Dynamics 365 that contain a lookup field - I get this error each time:
 
 
What am I missing here?  I've downloaded my template from the CRM itself so all columns should map fine.  The Region table will be blank before the import takes place.
