When there is no stock in one location, generally we do branch transfer if stock is available in other location. But one location is exceptional, it does not support branch transfer. Requesting branch has to purchase from this consignor and for the consignor branch it is sales. It happens in same company. How this can be done in NAV?

you can't do that in a single transaction in NAV. So I think you have a couple of options:
1. You can transfer stock with transfer orders and then create 'purchase'/'sales' with the journal. This is easiest but only valid if the items have a correct valuation in the 'consignor location' (as the valuation is transferred with the transfer order).
2. If items have to come with a different value than on stock, you will have to use proper purchases and sales documents, using items. Purchase will assign new values to the received stock. Sales will reduce the stock in 'consignor location'
