Windows Live ID Sign-in Assistant installer for CRM 2016 email router does not install

When I run the installer "Windows Live ID Sign-in Assistant 6.5" for CRM 2016 email router.
The installer closes and ended prematurely. 

The Windows Live ID Sign-in Assistant 6.5 is not installed.

How do I resolve this issue?

OS: Window Server 2012 R2

CRM Version: CRM 2016 with Update 2.0 (KB3205084)

    Any luck on this old post? I can not get around this windows live sign in assistant dependency and the download links all are 404 links for MS....
