I can not find where I can change a value consumecontainerwhitespace to true.

Open report in design Edit Mode i.e. as you go for modification of design.
Right click body of report and select properties. It will open properties pan, on right hand side.
Now go on top of Properties pane select Report.
Sort Properties alphabetically, and you can find this property.
#3 is very important.
