AR Write-off journal has Sales Tax error due to multiple customer transactions on the same Voucher

I am trying configure the AR Write-off journal to include the Sales tax line reversal, however, I am getting the following error message:  
 
 
I have the following configuration turned on to enable 'Separate Sales Tax'.   
 
 
The Project invoicing is set up to have multiple lines - each invoicing a different phase of the project, which means they all have the same Voucher.  
 
 
 
 
Any suggestions on what configuration I may be missing?  I believe this is related to One Voucher, but I'm not sure what I am missing.
