Customer Voice Survey not showing in If/Then Branch

I am setting up a journey with 4 emails going to a static segment inviting them to participate in a Customer Voice Survey. I set up It/then branches to ensure the reminder emails only go to people who have not completed the survey. I did this successfully for the first 2 emails in the series, but for the 3rd and 4th email the Customer Voice Survey is not showing up as an option in my If/then branch settings. I have triple checked that the previous email has the correct survey link and tried with that email in Draft and Ready to Send states with no luck. Is this a feature or bug? Any way to get around it?
