the record creation rule working for emails of known senders . I have selected this option only still no luck, any help ?
Thank you for clear description . On top of it I found one business rule is present which makes the one field mandatory (other than first name , last name and email)when I stopped that , contacts are created for the unknown senders.

This option, in conjunction with the Automatically create records in Dynamics 365 for Customer Engagement option in the rule owner's Personal Options, determines whether a case and contact record is created.
You can Go Settings > personal option and navigate to ‘Email’ tab.
Then you need check security roles assigned to the owner whose permissions the rule uses to run, which should contains sufficient 'create' permission of the Contact entity.
