In addition to Martin's answer, if you are creating requisition lines with no item (i.e. selecting a category), then it is not possible in standard to set a default unit of measure.

First of all, I think there is no unit for the whole requisition - there is an individual unit for every requisition line. Also, hard-coding the unit to "Each" isn't really possible, because the result would be completely wrong if "Each" wasn't a valid unit for a particular item (e.g. you buy sand by tons, not pieces).
I see two unit fields on PurchReqLine: PurchUnitOfMeasure and ProjSalesUnitOfMeasure; I guess you're interested in PurchUnitOfMeasure. The value comes primarily from default order settings of the item; that's where you define the unit you want to use for purchasing. If you wish, you can utilize data management tools (edit in Excel, file import) to bulk-edit default order settings of many items and set the purchasing unit to "Each".
D365 consists of many applications, such as Finance and Operations, Sales or Business Central. You're asking in D365 general forum, therefore it's not clear which product you have in mind. Please add this information.
I guess you mean F&O, but I can't be sure.
