Moving from NAV to BC

The Customer needs to upgrade from NAV to BC on-premise, to note that the NAV license is purchased before 2018.

how the below users will be converted in terms of named licenses for BC on-premise?

Microsoft Dynamics NAV Perpetual
	Full Concurrent User CAL	2
	Starter Pack	1

is the below valid?

- In case the perpetual is with Extended Pack you will get 3 Premium User
- In case the perpetual is with No Extended Pack you will get 3 Essentials User

In addition, in case they need the BC cloud (SAAS), he will only benefit from the 40% discount with 1to1 user conversion without taking into considering the above choices.

And is there any pre-requisite to get the discount ?
