How to accesss Web.config file on cloud hosted VM's.

Now that the cloud hosted VMs don’t allow Admin access, Will we be able to edit the web.config file.

    Platform 13 is still not available, it shows it was released on 3rd Jan 2018 , but its still unavailable. Let me check the subscription and will get back to it by next week if not today.
