Removing a licence from a user owning solutions, workflows etc. Disaster or not?

We have a Dynamics environment that was ported over from 2013 version and developed initially together with an external partner who also provided support when needed. That collaboration ended a while ago and we do not have an active development partner, but there is still a user dedicated to that purpose with an Office 365 E3 and Dynamics licenses. As a small business, we need to watch our expenses, so we are thinking about downgrading that license, which is now surplus to requirements (we have a person who has admin privileges to the system). 
 
But. 
 
The /developer user/ is the owner of many entities, including less-used accounts, contacts etc., and especially different solutions, workflows and other customizations. There are also some basic Sharepoint mods that have been done using this account that we have no real knowledge about.
What happens if we downgrade the licenses for this user? Will our system cease to function? Which ownerships should we transfer to another user prior to downgrade? Entities can be owned by a user without a current license, but how about solutions etc.?
