Human Resources/Payroll "Uncommitted Inheritance" Error during payroll build process

I am configuring Human Resources Position Codes/Budgets/Seats to integrate with Payroll.  I've setup what I think is all the necessary information on the HR side and have made sure the data has been inherited on the Payroll side.  But when I run the Build Process in Payroll I get an error that says "Uncommitted Inheritance".  I can recreate this error by changing the seat for which the employee is assigned on the HR side.  I then commit the change to remove this error on the HR side and then re-run payroll.  But I continue to get this error when processing the payroll run.  If I remove the position code in employee maintenance, I can run payroll without any issues.  

I've searched this error on the web and the HR manual and can finding nothing that leads me to a resolution.  I've ran check links on both the HR and Payroll sides as well as the HR utility to link the pay codes to payroll.  

Not sure where to go from here and any advice would be greatly appreciated.
