Dynamics 365 Project Operations Schedule board not booking as expected, please help!

I am attempting to schedule a Resource Requirement for 14 hours of effort, over a period of 10 days. I can find an available resource, I select to book to fulfil the requirement, it seems to leave 3 hours un-fulfilled, but the schedule board only puts 1 hour and 30 minutes at the start of the day of the resource and also does not fulfil or update the resource against the task. Any one know what is happening?

I have tried selecting double book, and overwrite existing bookings. This has not made any difference.

I tried against a different resource and the same thing happened.
