Initially, you don't specify the year when closing the purchasing module. Despite of the fact that you have an option for all year, calendar and fiscal year.
I don't perceive this as a risky routine, it mostly has to do with certain summary inquiry to summarize your YTD and LTD information.

Can you reverify the version of the software that you are running.
In GP the Purchase Close does a few things but they are all related to only the data in the Purchase Module. There are no posting transactions to the GL or anywhere else.
Simply put the Year in Purchase resets the current year counters for all financial fields and moves that data to the Last Year fields and also adds the values to Life to Date values.
I may be oversimplifying the process, but that is the key (as I know if)
Second part, I am not sure you can close a specific Year in Purchase Close - I believe it shows the current year in the window, but it treats all data much the same way.
Let me know if this is correct as I would not want to have a posting that is wrong.
Fiscal periods are still open. What sies closing Purchasing actually do?
What version of GP are you using?
Could you also clarify what you mean by closed? I believe you mean closed the year but want to make sure you aren't referring to the fiscal periods.
