Blackmart vs Google Play Store

I was using Google Play Store for long time and I had connected my PayPal with it for purchasing. But few weeks ago, I found out that Blackmart APK is providing more apps with lesser charges per app/game/software. I want to know is it legal to download any app or game from blackmart?
