Migration From DCRM On premise 9.0 to Online Latest Version

Hello Everyone,
 
There is requirement where we need to migrate DCRM from on premise version 9.0.28 to online version. Request you to please share best practice or strategies for this migration?
 
Do I need to upgrade on premise 9.0 to latest 9.1 on premise and then we can create solution and export it and import it in online?
 
Please suggest.
