Since we upgraded the RMS to version 2.0.0166, credit card transactions with insufficient funds now displays a screen that shows the available balance of the credit card. Can we disable this feature so it just DECLINES the card rather than offer partial payment. We would like it to perform just like it did before the upgrade took place.

I did open a case with Microsoft on this question. They state that this is a feature requested that was demanded by the major credit card companies so they pushed to have this feature added to the updateed version. There is no way to disable this feature, and they do not have any plans to add the functionality to allow this feature to be disabled. Also, this feature is not included when setting up cashier security, so all cashiers have the authority to use this feature.
