I am working with a company with a Global Tenant which already has BC and hold all the global O365 licenses. Australia wants a new BC tenant separate from the global tenant but wants to utilize the global O365 accounts. Is this possible or will they need O365 accounts in the new tenant?
How do they use Excel for instance when click export to excel.. will it recognise the global tenant office account .. emailing from BC etc?

You can have several Business Central tenants using the same global Azure AD, I have a couple of clients that are configured like that.
So if you contact your Partner they can help you with the right licenses to do that.
Excel and mail will recognize your global AzureAD.

Try the external user capability within Azure AD. You can assign a BC license to that account and I believe it then uses their own O365 from the guest tenant. It’s similar to how the external accountant license works. Only difference is you are manually adding the users into AAD and assigning full BC licenses.
