This happened to me just recently. I found out that there was a unicode character in one of the cells. When I removed that character from the import file, I was able to push the import through.
Can you try zipping the file and then import.
Also, check that you are importing a CSV(comma,delimited) or xml file and not xls/xlsx

You could find the reason behind this generic SQL error by enabling tracing or by using the diagnostic tool as mentioned in my thread above.
To my blunder, I was "importing" the excel file ad not "upload", I had used the wrong word to describe my problem.
I was importing the excel file & CRM suppose to map the fields in the excel to the CRM case's attributes. Instead I got a generic error before CRM proceed to the next step.

Did you try smaller Excel files? If it works for smaller ones, then change the maximum email attachment size to something like 16MB and see if it works. Below article shows how.

Please enable tracing for dynamics CRM if you have the on-premise version.
