Unable to Change Receipt Location on Purchase Order with Identical User Permissions

My colleague and I, both system administrators, have noticed that while one of us can change the receipt location on a purchase order, the other cannot. We have checked and confirmed that our user permissions are identical. Can anyone provide insight into what may be causing this discrepancy?
