I Agree with Wayne.
I also came across something similar to your scenario - added an option set on the entity form (Option Set Name: Approved) which is being set to NO by default and can only be changed by Manager or Supervisor used Field Security profile for that.
And once option set is changed to YES (i.e Approved) by the manager, then the workflow does its work of sending the mail.
Easiest way which i can think of.

I am assuming I understand the requirement, so my suggestion will be based on your question only and no further details.
I assume the scenario is as follows: A user interacts with a field that shows that a manager or owner has approved a user application.
If this is the case, the workflow must have the following set:
Start When: a record field change (User Application field)
Step: Check condition with a check that the field matches "Approved"
Then under the check condition, set a "Send Email" step. This step sends the email immediately, if you choose the "Create Record" step, this would create the email, but not send it.
Once you have included that step, enter in the following fields:
From: The queue or user that is meant to send the email. This field on the email must have an approved email address that is either setup through an email router, server-side sync or Outlook.
To: Who is the email meant for?
CC: Who else should be included in that mail?
Subject: What is the generic subject the email should have?
Body: Enter in the generic email text the mail should include.
All the form assistant drop downs on the right of the email form allow you to include dynamic slugs that pull field information from the record the workflow triggers from and places it in your email. For example, the To could be set to the account owner. Whenever the email is sent, it will be sent to the owner of that account (Provided they too have an approved email address).

Yes, but approved how? What mechanism is this approval process? D365S doesn't have an approval process natively.
