You can do any one of following
1) assign role Accounts Payable payment clerk
2) assign Duty PaymVendorPaymentsMaintain
3) assign Privilege VendOutPaymGenerate

Yes, your approach(#3) is good going from locked situation to opening new functionality. But you MAY have to do more work if only assigning #3 do not works. I would say proceed ahead and test it
