Iam trying to create alert rule on AP payment journal lines but error says insufficient rights for user XXXXXX.
Please help

What role is defined for your user ?
Create and post payment journal
Do you have system user role defined ? Please check with your system admin If you have proper access to create alert rule . Also please note below statement from standard documentation

New or modified alert rules are accepted only if users have access to all tables and fields that are required to use the rules.
Sukrut is correct. It is part of the System user role. This role will be assigned to any user by default, but can be deleted afterwards. Is someone creating a rule for himself or for another person? If it is for another person, this user should have table access as well.

You have to add LedgerJournalTrans table in your role..
Worked after adding the below menu items:
BankPositivePayService
LedgerJournalTransVendPaymAction
